Summary

Addressing social protection deficits for independent workers 

In many countries, social security systems have traditionally focused on covering employees, while independent workers were either not covered or only partially covered. This is one among other reasons why, in many countries, several categories of independent workers face challenges in accessing social security. Social protection deficits among independent workers not only hinder their realization of the human right to social security but also hinder the economic and social development of their country and the achievement of Sustainable Development Goals, particularly goal 1.3 concerning social protection systems, including floors.
