Costing essential health-care packages based on the framework of national floors of social protection.
Summary
This report provides concepts and recommendations for a macro approach to assessing the cost of providing essential health care to a population. In contrast to a “bottom-up” calculation that focuses on the cost of individual needs and services of a defined essential health-care benefit, the proposed ILO approach is based on aggregate data that is more easily available and uses indicators for staff, medicines and infrastructure as inputs to a health-care system.
