Outcome achieved
The National Health Insurance Scheme (NHIS) conducted an actuarial valuation and in December 2021, the board of NHIS adopted the report of the actuarial valuation. In April 2020, the Executive Secretary officially constituted a technical team led by the Director of Planning and Research Department of the Scheme that led the exercise. The actuarial valuation was carried out after consultations with relevant stakeholders including ILO’s tripartite partners. The adoption of the report led to the revision of the service charge and drug tariff of the NHIS formal sector scheme and the improvement of administrative processes leading to higher quality of service to its clients.
ILO's contribution to the outcome
Under the Joint SDG Project NGA/19/51/UND, the ILO engaged consultants to support the capacity strengthening of the NHIS technical team on the use of the ILO HEALTH MODEL for the actuarial valuation of the scheme. Eight technical training sessions were organised by the ILO between January 2021 to April 2021. ILO has supported the government agency (National Social Safety Net Coordinating Office) provided financial support to cover for staff costs of three project staff (Technical Advisor, Project Officer and Grant Management Officer) as per implementation agreement.
