The draft legislation for the establishment of an Unemployment insurance Fund has been submitted to parliament

Outcome achieved

Draft legislation for the establishment of an Unemployment Insurance (UI) Fund has been developed by the Ministry of Labor (MOL) and the National Social Security Fund (NSSF), in consultation with social partners. A draft design in line with ILS was discussed in a tripartite dialogue meeting in April 2021. Draft law has been submitted by MOL and NSSF (through selected MPs) to parliament committee for discussion in September 2021.

ILO's contribution to the outcome

The ILO has provided ongoing technical assistance to the Ministry of Labor and the National Social Security Fund (NSSF) on the establishment of UI fund, including a costing exercise, tripartite dialogue launched in April 2021, and the review and recommendations on the draft UI legislation. The ILO provided technical assistance; developing the terms of reference with NSSF and MoL, and securing the actuarial and financial audit expertise needed to design and conduct the assessment for the NSSF. Upon the request of the NSSF, an assessment of its financial position and short-term financial risks is being conducted in 2021. The assessment is expected to provide policy recommendations to preserve short-term financial balance in line with ILO international social security standards.

Gender equality & non-discrimination

The process of the development of the National Social Protection Strategy has involved the establishment of a platform for organizations of persons with disability (OPDs) co-facilitated by the ILO, increasing the engagement of representatives of persons with disability and their participation in national dialogues around social protection. OPDs have been regularly engaged in consultations and national dialogues on the Social Protection Strategy, and actively involved in the design of the new National Disability Allowance in Lebanon. Gender has also been mainstreamed in the various chapters of the strategy with specific initiatives around the elimination of discriminatory social insurance provisions based on gender and nationality in social insurance as well as the development of a national social assistance system that would provide income security to women who have been excluded from the contributory system. ILO and UNICEF are also collaborating with UN Women on a gender analysis of the draft strategy that is meant to provide specific recommendations on that level. The ILO has also requested the inclusion of female-headed households, which was added as a selection criteria for beneficiaries of the NSSP covid-19 emergency cash assistance program.
