The project will work in close collaboration with the Government of Angola to carry out a comprehensive diagnostic of workers and economic units in the informal economy that will, support Government’ and social partners’ informed decisions. This assessment should be based on sufficiently detailed quantitative and qualitative information on the workers and economic units in the informal economy, complemented by a broader assessment of the labour market and macroeconomic situation at the national or local levels. This assessment will lead to country-wide detailed identification of coverage gaps and legal, administrative and financial barriers for different categories of workers, both women and men, as well as regarding the situation of economic units in the informal sector, including their productivity and contributory capacity. The diagnostic will make reference to both the ILO Policy Resource package on extending social security to workers in the informal economy and the ILO Diagnosis of Informality. Finally, the diagnostic of the informal economy will make special attention to women situation in the informal economy and persons with disability.
