Output 3.5 – Digital social protection is enabled through improved data sharing between institutions supporting the social protection programmes

Description

For Output 3.5, the ILO will build on existing support to the GS-NSPC to enhance the implementation of monitoring and evaluation of social protection in Cambodia through improved data sharing mechanism between institutions. This will include consultations and technical assistance to build on existing data sharing platforms and further develop application programming interfaces which will facilitate the seamless sharing of data between these institutions. This output will also build on Output 3.3 where data gaps are being addressed and operational data are being linked to improve efficiency. Where applicable, the project will advocate the adoption of standards such as the General Data Protection Regulation (GDPR) to guide the implementation of data exchange so as to ensure that Cambodia’s digital social protection is line with global norms on information sharing and privacy. The improvement in data sharing mechanisms which includes both operational and results-based indicators will enable GS-NSPC to better monitor the social protection programmes and to make informed policy decisions based on valid and timely data. This will improve overall accountability and coordination of the social protection programmes in Cambodia.
