AGREEMENT BETWEEN HELLENIC STATISTICAL AUTHORITY AND THE INTERNATIONAL LABOUR ORGANIZATION The Hellenic Statistical Authority of Greece (ELSTAT) and the International Labour Organization, represented by the International Labour Office (ILO) (the Parties) have agreed to cooperate in the execution of a project (Project) entitled: Support to the ELSTAT for the completion of Table 29 of Regulation 549/2013 (ESA 2010, Chapter 17) with reference year 2018 – GRC/20/01/GRC ; Output: Assistance in producing Table 29 with reference year 2018 Activity 1 - The National Actuarial Authority (NAA) will provide the ILO the actuarial models as of 31 December 2017 and 31 December 2018. The NAA models to be adjusted are the following: ETAA, ETEA, IKA, OAEE, OGA, NAT, DEH and PS. The ELSTAT will provide the ILO the assumptions to be used for the calculation of the Projected Benefit Obligation (PBO), namely the discount rates and any other assumptions that would be appropriate for the calculation of the PBO. Dates of reforms as well as the detailed change in provision as a result of those reforms will be provided by NAA. Calculations pertaining to Table 29 will be conducted in line with Regulation 549/2013 (ESA 2010, Chapter 17). Activity 2 - The ILO will adjust the models to accommodate the closed-group calculations as of 31 December 2017 and 31 December 2018 using the PBO prorated on service. Regarding the national pension, ILO will prepare two sets of calculations, one including the national pension and one excluding it. ILO will provide ELSTAT with arguments to discuss with EUROSTAT the possibility to exclude national pension from Table 29. Activity 3 - The ILO will run the models and consolidate the outputs to calculate the accrued to date liability (ADL), the current service cost (CSC) as well as prorates to be used for the assessment of the lump sum benefit. ILO will calculate the relavant rows in Table 29 for lump sum benefits. The ADL will be calculated by applying the prorates factors (closed group to open group) to the lump sum benefits projected under the open group. In the calculation of ADLs, the additional expenditure (beyond the one provided by the models) which is included in the pension projections as loading will be taken into account. Activity 4 - The ILO will provide assistance to ELSTAT to complete the EUROSTAT Fact Sheet. Activity 5 - The ILO will provide assistance to ELSTAT to reply to possible questions raised by EUROSTAT in the process of validating following the submission of Table 29.
