Description
The ILO’s Global Flagship Programme on Building Social Protection Floors for All aims to support the ILO member States in developing sustainable social protection systems, including floors, to contribute to reaching universal social protection in line with ILO standards and to contribute to the achievement of the Sustainable Development Agenda. Under the 2nd phase of the SPF Flagship programme, the ILO will (Pillar 1) provide in-depth in-country support to 50 countries to strengthen their social protection systems, (Pillar 2) encourage knowledge development and exchange on 16 specific areas of social protection, and (Pillar 3) engage in strategic partnerships with tripartite partners, the UN family and beyond (Pillar 3). The multi-donor Programme to support the 2nd phase will support under a component focusing on the Great Lakes region strengthening of national social protection systems in the Democratic Republic of Congo, Rwanda and Burundi as well as thematic work on financing of social protection and the improvement of quality of social protection data and statistics. It will further support Lao PDR and regional capacity building in Southeast Asia on social health protection. At global level, the programme will have a thematic focus on financing social protection, social protection and just transition as well as digitalization of social protection.

Targets
- 1.3 Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable
